Here is what makes this genuinely interesting from a physics standpoint. A retrograde polar orbit does not happen by accident. Debris from a satellite breakup does not spontaneously reverse direction and start crossing the poles. The energy required to place an object in that kind of orbit from Earth’s surface, even today, is exceptional. In 1960, it was essentially impossible with publicly known technology. So either the U.S. military had secret launch capabilities far beyond what anyone knew, or the object got there some other way.
The 1973 chapter adds a stranger layer. A Finnish ham radio operator named Lauri Kotila claimed he intercepted a series of coded pulses from the object. The signal ran on a precise 13.5-second cycle, paused, then resumed with a longer tone. He reported this to the National Enquirer, which ran a story suggesting the satellite was broadcasting a message from an extraterrestrial intelligence. Kotila later admitted he had misread a test signal from a ground station. But the story had already spread.
